If you're taking the kids without your dh or he's taking the kids without you, then yes the parent taking the children across the border should have a document stating that it is okay with the absent parent that the kids are traveling across the border.
Even if they don't ask for it, it's always better to be prepared and have the document ready.

I can't believe how fast they are...mine came in 9 days!!
Off to do the boys. Too bad dh's passport expired 2 years ago..he could guarnator the boys. I cannot because I'm applying for them. Thank good ness for friends of mine..they'll do for me. _________________ Mommy to Tyler, Austin and Zachary

I got the boy's passports done today and it will take 3 weeks but I'm so excited....we had to wait 40 mins in Richmond!! _________________ Mommy to Tyler, Austin and Zachary

I have do get mine and my boys renewed and get one for my youngest.
About crossing the border, yes, each time I take my daughter across with me, I have my husband sign a letter (include his name and passport number and my name and passport number, and name(s) of the kid(s) and passport number). For my boys, I take along my full custody papers.
FYI: the past three times I've crossed, I've been asked for the letters, more often on the way back into Canada.
